Surveillance and Reconnaissance


CACI's surveillance and reconnaissance (S&R) team provides integration, development, and technical support services in support of intelligence, defense, and homeland security missions throughout the U.S. and around the world. We use system-of-systems engineering and integration, agile development and deployment, and end-to-end lifecycle support to deliver net-centric solutions that meet the needs of U.S. forces, combatant commands, the Intelligence Community (IC), the Department of Defense (DoD), the Department of Homeland Security (DHS), and other government agencies.

CACI uses an innovative, mission-driven, technology-focused approach to manage hardware integration projects. We emphasize bringing cutting-edge technology and capabilities to bear on the complex problems inherent in the customer-specific mission. We apply our disciplined methodologies, along with our deep product development and integration experience, to rapidly identify and implement those innovative technological solutions that will best enhance the capabilities of our customers in the most rapid timeframe possible.

We have over 20 years of experience supporting Quick Reaction Capability (QRC) for DoD and IC customers. Through our experience implementing these processes on large-scale programs, we know how to combine steps, take actions in parallel, and move quickly to respond to urgent customer needs.

Our approach to S&R hardware integration focuses on four areas relevant to sensor system development and system evaluations:

  4. Environmental ruggedness

We vary the emphasis and tailoring of our process depending on the nature of the project (QRC, Program of Record [POR], sensor experiment), as well as schedule and cost constraints.

Our approach to S&R hardware integration applies formal systems engineering practices augmented by experimentation, modeling and hands-on prototyping of system concepts. Formal systems engineering practices form the basis for our efforts, and we tailor our approach for the specific program requirements.

CACI provides rapidly deployable technology and capabilities in the domains of airborne ISR, ground ISR, maritime ISR, and cyber ISR. Our analytic and mission support capabilities span the full spectrum and include multi-intelligence distributed analysis, technical collections, modeling/simulation, technology applications development, and support to intelligence exploitation operations.

We provide rapid response services in support of military missions in coordinated and controlled operational settings; support military efforts to ensure delivery and sustainment of integrated, enterprise-wide ISR programs; and integrate sensors, mission applications, and systems that connect with Department of Defense (DoD) and other federal government networks.

ISR Integration

CACI's survivable state-of-the-art systems can withstand the most arduous environmental conditions while performing at full operational capability. We offer solutions tailored to fit the most demanding requirements, from supporting airborne reconnaissance platforms and mast-mounted route-clearance systems to training of ground vehicle-mounted and soldier-borne target acquisition systems.

  • Systems engineering and integration: Our strength in system-oriented architectures supports the system-of-systems engineering and integration of sensors, intelligence, battle command, and networks in a network-enabled command and control environment. CACI modifies and integrates a wide range of command, control, communications, and sensor equipment into shelters and mobile configurations, develops training, and provides technical, logistical, and operational support in theater and on the move.
  • CACI implements our research, development, test, and evaluation (RDT&E) process in support of S&R customers in the performance validation and transition of advanced hardware/software systems. Our team was instrumental in planning and executing the RDT&E functions below:
    • Technology development and integration of new capabilities in S&R systems
    • Interoperability/integration testing
    • Support troubleshooting of system operational issues
    • Architecture development and prototyping
    • Providing connectivity to/with other systems integration laboratories (SILs) and test facilities
    • Modeling and simulation development
    • Support for LVC simulations
    • Support for experiments, field exercises and Technology Enabled Capability Demonstrations (TECD)
  • Modeling and simulation: Our modeling and simulation techniques improve the understanding of sensor system performance in all operational scenarios and environments and provide a foundation for the development of new technical capabilities. Our processes and models accurately predict and determine electro-optic (EO), infrared (IR), and laser system performance and data anomalies (or phenomenologies), and provide advanced border/checkpoint mission surveillance capabilities to aid in the detection and exploitation of hard targets. We support Army and Air Force operational training by simulating ISR networks and assets.

MASINT Collection and Exploitation

For more than 25 years, CACI has supported Measurement and Signature Intelligence (MASINT) programs and systems. As one of the industry's leading sources of MASINT innovation, we support significant programs with a full spectrum of technology and analytic services. Our highly trained MASINT professionals rapidly model new collection systems, operational environments, and analytic methods. Additionally, we develop analytic tradecraft through worldwide collaboration with CACI teams, industry partners, and government sponsors.

Programmatic Support

CACI's programmatic management approach ensures efficient control of performance, schedule, and cost. We have an exceptional track record managing complex task orders on large contract vehicles such as the Army Strategic Services Sourcing (S3), Defense Intelligence Agency (DIA) Solutions for Intelligence Analysis (SIA), and Rapid Response – Third Generation (R23G) efforts. CACI uses a performance-based management approach and conducts reviews with government customers to ensure satisfactory service is maintained.

Research and Development Labs

CACI provides robust R&D developmental capabilities in support of national security missions. We maintain facilities to meet a broad spectrum of design, development, prototyping, and LRIP solutions in support of diverse ISR global requirements. These include:

  • Systems Solutions Lab: This technology integration test bed and solutions integration environment enhances solution delivery capability, supports applications of core technologies, and enables advanced technology applications and integration for our customers.
  • CACI Research and Development Labs (CRaDL): This 60,000-square-foot facility serves as an R&D incubator for CACI's ISR capabilities. It is open to customers and partners for refining and developing their technologies in collaboration with Army RDECOM, CERDEC, and Army Research labs.
  • CACI C2 Systems Engineering and Integration Facility: This facility provides 22,000 square feet of program offices, high bay engineering, and integration space. It includes an 11,000-square-foot integration area that enables QRC systems engineering support for our DoD and Department of Homeland Security customers.
  • MASINT Facility: Our measurement and signatures intelligence (MASINT) facility encompasses over 3,000 square feet of SCIF space and 1,500 square feet of labs and integration space.
