Manpower and Personnel Systems

CACI's Manpower, Readiness and Training (MRT) staff specializes in delivering quality training support services and products to the right people, at the right place, with a focus on operational readiness and resource management.

Our Key Manpower, Readiness and Training Areas

Manpower, Readiness and Training Modeling and Decision Support Systems

The CACI MRT staff brings specialized subject matter expertise to analyze military readiness and training programs. We support our DoD clients by developing decision support systems that tie readiness directly to the resources available. Working with naval aviators we have determined new training processes and reduced time to train new naval aviators. Using statistical models and simulations CACI helps an organization determine their readiness to support a given mission. Implementation of decision support systems that use this readiness data provides managers and critical decision makers with the information they need to make important operational decisions.

Distributive, Long Distance, Computer-Based and Web-Based Training

Advanced distributive learning, classroom training, web-based training, computer-based training - MRT does it all. We have experience in AICC compliance, Section 508 compliance and with several LMS's such as mGen and PathLore. Our training team also provides web development and multimedia production services. They have developed online help, documentation and instructor guides. CACI is an electronic records management training and services provider on the Navy and Marine Corps Intranet (NMCI) Program which was rolled out to over 200,000 users in 2002.

CACI is actively involved on two key DoD Integrated Product Teams (IPTs) responsible for the implementation of standards-based training products development and acquisition, the Navy's

  • ADL and Data Standardization IPT, managed out of NAVAIRSYSCOM's PMA205 at NAS Patuxent River, MD
  • 6.4 R&D IPT, also out of PMA205, responsible for transitioning advanced training technologies to ongoing or planned training systems acquisitions

Our team is standing up the website for the Defense Training Standards Working Group (DTSWG) and developing non-proprietary tools to assist training acquisition managers in upcoming acquisitions for e-learning content. CACI's training group is developing e-content for the Navy and Marine Corps Intranet project, compliant with AICC, and emerging SCORM standards.

Our Navy 6.4 R&D team, working with PMA205, is leading the way for specification development on common visual databases, open architecture and PC-based simulation systems. In partnership with industry the team successfully transitioned the sensor capable visual system for the USMC AV-8B Harrier night attack visual system upgrade in 2000 and for the open architecture standards going into the Marine Corps Aviation Simulator Master Plan (MCASMP). These same standards are being closely evaluated for application to the Navy's Simulation Master Plan starting in FY03.

Training Data Standardization and Data Warehouse Services

Our MRT staff specializes in analyzing training based information systems. To promote information system interoperability, where data can be shared across many platforms and systems, our data standardization expertise promotes the development of consistent, standard data. By using DoD data standards and elements approved by the entire DoD community for use in information systems our team can build your databases and data warehouses to operate efficiently and effectively.

Curriculum Development

CACI's curriculum development comes from a proven track record in analysis.

  • We effectively conduct Training Situation Analysis at appropriate decision points in the training program, such as a program modification due to a new weapons system, or to verify an existing program's efficiency.
  • Our Performance Requirements Analysis can involve missions or procedures, such as operator and maintenance tasks.
  • We employ an Instructional Media Requirements Analysis to provide the baseline for performance specifications that may be used in an RFP for the instructional delivery system.
  • Training Program Structure Analysis is often reported in a design document deliverable, provides long-range planning for resource requirements and determines the overall course structure. The results of these culminated analyses for given training projects contribute to curriculum development.

Instructional System Development (ISD) Services

CACI is intimately familiar with and will use the Instructional Systems Development (ISD) process. We are original members of the Defense Training Standards Working Group chartered to convert the MIL-STD-1379D (Military Training Programs) to MIL-PRF-29612.

We also developed the Training and Education Data Element Dictionary (TEDED), a data repository that contains links between specific MIL-PRF-29612 data requirements and the appropriate data element definition. We routinely employ a structured ISD approach and have augmented this with innovative rapid prototype tools and techniques. This process greatly reduces final integration risks towards the end of any project and brings Navy end-users into the development process early, thus ensuring a high level of customer approval throughout the lifecycle of any project.

Training Data and Process Modeling

Our MRT staff has extensive experience developing data and process models for the training world. Data modeling defines the specific data requirements needed to operate an information system in a given environment. Process modeling defines the way in which an environment operates, defines the critical path of movement through that environment and helps define the data requirements.

These modeling techniques foster data standardization and a well thought out information system with the appropriate data requirements. CACI has provided these services to support the DoD-wide organization, the Defense Training Standards Working Group. The modeling team has also supported the Air Force Air Education and Training Command (AETC). As part of this work the team has created several models as part of the effort to map all business activity within the command. To date the team has produced over 500 data standards to be reused by the community.
